Homeless Children and Youth (HYC) Policies and Procedures

 

  1. Students identified as homeless are enrolled immediately regardless of transportation, immunization, residency, birth certificate, school record, guardianship, or other documentation issues.
  2. Homeless students are not to be segregated or stigmatized in any way.
  3. At the request of the parent or guardian, transportation to and from school will be provided for students identified as being homeless.
  4. The Arizona Upgrade Academy liaison for homeless children is the Director.
  5. In the event there is a dispute between an (HYC) student and Arizona Upgrade Academy, the student will be enrolled in their school of choice; Arizona Upgrade Academy will deliver any decision to the family in writing, and include a notification of their right to appeal to the state level.
  6. Arizona Upgrade Academy has no lunch program.  Students bring their lunch from home and utilize microwave ovens at school. However in the case of HYC students, we will provide a microwavable breakfast and lunch.
  7. Arizona Upgrade Academy has no bussing program.  However in the case of HYC students, we provide transportation to and from school. 
  8. HYC requirements are disseminated and communicated to all Arizona Upgrade Academy full time employees via written notification and verbally in meetings.
  9.  As liaison for homeless students, the Director: A. Communicates with other entities and agencies to identify homeless children. B.  Ensures homeless children are given equal opportunity to enroll in Arizona Upgrade Academy.  C. Ensures those who enroll in Arizona Upgrade Academy have a full and equal opportunity to succeed in our schools. D. Ensure that these families are aware of services such as Head Start, Dental, Mental Health and other appropriate community services. E.  Ensures that the parents or guardians of homeless children are provided with meaningful opportunities to participate in the education of their children and are informed of educational related opportunities.  F. Ensures that public notices are available and disseminated in our school, and local family shelters and soup kitchens.  G. Ensures that enrollment disputes are mediated.  H. Ensures that the parent or guardian of a homeless child is fully informed of all transportation services, including transportation to the school of origin, and is assisted in accessing transportation to the school that is selected. H. Ensures that Title I funds are only used to provide transportation for students no longer experiencing homelessness, but continue in their school of origin for the remainder of the academic year. I. Collects and transmits to the State Coordinator for Homeless Education, at such time and in such manner as the State Coordinator may require, a report containing such information as the State Coordinator determines is necessary to assess the educational needs of homeless children and youths within Arizona Upgrade Academy.
